The following are the specific rights that people have as U.S. taxpayers:

Right 1: The Right to be Informed

First and foremost, taxpayers have the right to know what they have to do in order to be in compliance with tax laws. While this means that taxpayers have the right to clear explanations of the law, it also means that taxpayers are legally entitled to straightforward information when it comes to:

  • IRS tax forms and their instructions
  • IRS notices
  • IRS publications
  • Any IRS correspondence
  • IRS decisions regarding any tax issue that a taxpayer may be dealing with.

Right 2: The Right to Professional, Quality Service

When dealing with IRS officials, taxpayers will also have the right to expect and receive quality, courteous and professional service. Specifically, this means that people are entitled to receive:

  • Clear, respectful communications from IRS officials
  • Access to IRS officials’ supervisors if or when people believe they have not received quality, professional service when dealing with any IRS employee.

In other words, it is a violation of taxpayers’ rights for IRS officials to intentionally try to confuse, coerce or otherwise intimidate people who are trying to resolve some tax matter they may have.
